This means that someone’s money is restricted, or limited.
It’s also possible to say, “They are tight for money.”

Note: If you say someone is tight with their money, the meaning is different.
To be tight with your money means that you do not like to spend your money.
e.g., His shoes are completely worn out, but he is so tight with his money he won’t buy a new pair.
